If Congress wants to find out the best strategy to ensure long-term success on tax reform, it must look to its history. The last time Congress passed a comprehensive, bipartisan overhaul of our tax system was over three decades ago. The 1986 tax reform drive was successful because it was an open, bipartisan effort.

A group of conservative House Democrats is embracing some elements of a GOP plan to cut taxes, potentially creating an opening for Republicans to win bipartisan support.
The Blue Dog coalition, which has 18 members in the House, said it's open to lowering business taxes, the first significant sign of a crack in Democratic opposition to the GOP approach. Their position was included in a plan released Wednesday outlining the group's stance on taxes.

The Blue Dog Coalition of centrist House Democrats is asking for input from K Street as it seeks to formulate a set of principles on tax reform and work with Republicans on the issue.
"Your views will inform and help guide our principles and involvement in the tax reform debate," the coalition wrote Thursday in a letter to stakeholders. The letter was signed by Rep. Daniel Lipinski (D-Ill.), who is co-chair of policy for the coalition.
